core/agent+cli: reasoning deltas, /stream and /verbose

Browse Source 
Decode and stream reasoning_content as ReasoningDeltaEvent; keep it on
assistant messages. CLI shows dim reasoning, toggles stream/verbose, and
prints full tool results when verbose.
